Government of Union Territory of Jammu and Kashmir Media Bulletin on Novel Corona Virus (COVID-19)

Date: 31 /05/2020

1. In Union Territory of Jammu & Kashmir, 105 new positive cases have been reported since our last update yesterday, 15 from Jammu Division and 90 from Kashmir Division. Moreover 19 more COVID-19 patients have recovered and discharged from various hospitals, 03 from Jammu Division and 16 from Kashmir Division. (31 May, 2020; upto 5:30 PM).

2. People are informed that, the best way to protect themselves from COVID-19 is by maintaining physical distance of at least 2 metre from others, frequently cleaning hands with an alcohol based hand sanitizer or washing them with soap & water and following good respiratory etiquettes & hygiene.

3. Asa measure for social distancing in public places & workplaces wearing a face cover is compulsory.

4. Early detection of COVID-19 can prevent the spread of disease, let us be responsible for the well-being of ourselves and everyone around us. Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline No.s and seek medical advice.

5. Unless absolutely necessary don’t step out of home, stay indoors. If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent hand washing with soap and water.

6. In case of any emergency people can avail free ambulance services 24×7 at their door steps by calling on toll free No. 108. Pregnant women and sick infants can avail free ambulance services by dialing toll free No. 102.

7. Toll free national helpline number 1075. J&K Covid-19 Helpline No.s 0191-2549676 (UT level Cell), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 & 0194-2430581(For Kashmir Division) for support, guidance, and response to health related queries on Novel Coronavirus Disease.

8. Public is advised to strictly follow the advisories issued by the Govt, from time to time.

Encounter between Militants and Security Forces is underway at Anantnag

A brief exchange of firing took place between militants and security forces on Sunday in the Poshkeeri area of Anantnag district in South Kashmir,officials said

Security forces including 3RR,CRPF & Anantnag Police launched a cordon and search operation in the area during night following information about the presence of militants in the area, they said.

The officials said there was a brief exchange of firing between the two sides but no casualties were reported in the incident.

The search operations were going as no fresh contact was established since last five hours

Government of Union Territory of Jammu and Kashmir Media Bulletin on Novel Corona Virus (COVID-19)

1. In Union Territory of Jammu & Kashmir, 177 new positive cases have been reported since our last update yesterday, 52 from Jammu Division and 125 from Kashmir Division. Moreover 33 more COVID-19 patients have recovered and discharged from various hospitals, 16 from Jammu Division and 17 from Kashmir Division. (30 May, 2020; upto 5:30 PM).

2. Public in general is informed that smokers are at higher risk of COVID-19 infection , Stop Smoking now;

The act of smoking means that fingers (and possibly contaminated cigarettes) are in contact with lips which increase the possibility of transmission of virus from hand to mouth.

Smokers may also already have lung disease or reduced lung capacity which would greatly increase risk of serious illness.

Smoking products such as water pipes often involve the sharing of mouth pieces and hoses, which could facilitate the transmission of COVID-19.

Conditions that increase oxygen needs or reduce the ability of the body to use it properly will put patients at higher risk of serious lung conditions such as pneumonia.

Guidelines for Phased Re-opening (Unlock 1)

1. Phased re-opening of areas outside the Containment Zones

In areas outside Containment Zones, all activities will be permitted, except the following, which will be allowed, with the stipulation of following Standard Operating Procedures (SOPs) to be prescribed by the Ministry of Health and Family Welfare (MoHFW), in a phased manner:

Phase I

The following activities will be allowed with effect from 8 June, 2020:

(i) Religious places’1 places of worship for public.

(ii) Hotels, restaurants and other hospitality services.

(iii) Shopping malls.

Ministry of Health & Family Welfare (MoHFW) will issue Standard Operating Procedures (SOPs) for the above activities, in consultation with the Central Ministries/ Departments concerned and other stakeholders, for ensuring social distancing and to contain the spread of COVID-19.

Phase II

Schools, colleges, educational/ training/ coaching institutions etc., will be opened after consultations with States and UTs. State Governments/ UT administrations may hold consultations at the institution level with parents and other stakeholders. Based on the feedback, a decision on the re-opening of these institutions will be taken in the month of July. 2020.

MoHFW will prepare SOP in this regard, in consultation with the Central Ministries/ Departments concerned and other stakeholders, for ensuring social distancing and to contain the spread of C’OVID-19.

Phase III

Based on the assessment of the situation, dates for re-starting the following activities will be decided:

(i) International air travel of passengers, except as permitted by Ml I A.

(ii) Metro Rail.

(iii) Cinema halls, gymnasiums, swimming pools, entertainment parks, theaters, bars and auditoriums, assembly halls and similar places.

(iv) Social/ political/ sports/ entertainment/ academic/ cultural/ religious functions and other large congregations.

Unrestricted movement of persons and goods

There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements.

However, if a State/ UT, based on reasons of public health and its assessment of the situation, proposes to regulate movement of persons, it will give wide publicity in advance regarding the restrictions to be placed on such movement, and the related procedures to be followed.

Night curfew

Night Curfew shall continue to remain in force, on the movement of individuals, for all non-essential activities. However, the revised timings of the curfew will be from 9 pm to 5 am.

National Directives for COVID-19 management

National Directives for COVID-19 management shall continue to be followed throughout the country, with a view to ensure social distancing.

States to decide on activities outside Containment Zones

States and UTs, based on their assessment of the situation, may prohibit certain activities outside the Containment zones, or impose such restrictions as deemed necessary.

Protection for vulnerable persons

Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.

Kulgam Encounter: Two militants Killed, internet snapped in the district

Two militants were killed in an encounter that started between government forces and militants at Wanpora in Qaimoh area South Kashmir’s Kulgam district on saturday morning.

An official told news agency , that two militants were killed in exchange of fire whose identification is being ascertained, while as search operation is under way in the area.

Earlier an official said that cordon and search operation was launched in the area by joint team of forces including 1 RR, CRPF and Kulgam Police on specific inputs about the presence of militants in the area on Friday evening.

He said that on Saturday morning as forces approached towards suspected spot, hiding militants fired upon forces which was retaliated triggering an encounter.

Meanwhile Mobile Internet has been also suspended in shopian for precautionary measures.

Petrol, Diesel To Be Costlier In J&K From Monday

The petrol and diesel in Jammu and Kashmir would be dearer as the government on Tuesday announced new tax besides surcharge of Rs 5 per litre on petrol and Rs 1.5 on diesel from June 1.

In exercise of the powers conferred by Section 3 and 3A of the Jammu and Kashmir Motor Sprit and Diesel Oil (Taxation of Sale) Act Samvat 2005 and in supersession of all the previous notifications on the subject, the government hereby direct that tax and surcharge on sale of Motor Sprit (petrol) and Diesel oil shall be levied at rate

petrol tax: 24% minus Rs 0.50/litre and surcharge petrol: Rs 5/litre; Diesel—rate of tax 16% and surcharge 1.5/litre,” reads a notification issued by Financial Commissioner Finance Department.

The notification shall come into effect from June 01

Truck loaded with LPG cylinders catches fire at Tikri, Jammu-Sgr highway closed

Vehicular movement temporarily restricted on highway, situation under control : SSP Udhampur

The vehicular movement on Jammu Srinagar national highway has been restricted temporarily after a truck loaded with Liquefied Petroleum Gas cylinders caught fire resulting dozens of heavy explosions that rattled the entire area at Tikri near Udhampur.

Officials told news agency, that a truck on way from Jammu to Srinagar was parked on highway side when it suddenly caught fire and flames engulfed the entire vehicle.

“Before fire tenders could have reached on spot, the LPG cylinders caught fire and started to explode.” they said adding that in half an hour, dozens of cylinders had explode rattling the entire Tikri area of Udhampur where incident took place.

Senior Superintendent of Police Udhampur Rajiv Pandey said that truck was parked on highway side when it caught fire and all the cylinders started to explode.

“The vehicle and cylinders loaded got damaged fully with no other loss of life or property and situation is completely under control.” he said.

SSP further informed that vehicular movement on highway has also been suspended temporarily and shall be restored soon

It is notified for information and follow-up of all the concerned that the candidates falling under the below indicated categories, desirous to change their subjects/ stream, as per the scheme of studies/ combination of subjects, shall be allowed to do so as per the below revised notification-schedule, for the Academic Session 2019-20, taking into consideration the lockdown owing to Pandemic and non-accessibility of the stakeholders for submission of the relevant returns.

a. Candidates who are on roll in Higher Secondary Part-1 (Class II) in the Affiliated Academic Institutions of the Kashmir Division, for the Academic Session 2019-20.

b. Eligible candidates who intend to migrate to J&K BOSE from other Recognized Boards in Higher Secondary Part-1 (Class 11th), for the Academic Session 2019-20.

c. Candidates who are on roll in Higher Secondary Part-ll (Class 12th) in the Affiliated Academic Institutions of the Kashmir Division, far the Academic Session 2019-20

d. Eligible candidates who intend to migrate to J&K BOSE from other Recognized Boards in Higher Secondary Part-ll (Class 12th), for the Academic Session 2019-20 and owing to non-availability of the combination of subjects opted by them in their previous class (i.e. Class 11th) will be desirous to seek subjects/ stream change, as per the scheme of studies/ combination of subjects.

Not withstanding, the result of the candidates falling under category “c” and “d” for Higher Secondary Part-ll (Class 12th) Annual/Regular, 2020 shall be kept withheld under Disputed Eligibility category till they qualify the corresponding changed subject/s in Higher Secondary Part-I (Class 11th), the schedule of which for the affecting candidates, shall be notified separately.

Further, the desirous eligible candidates are informed to approach the concerned BOSE Offices within the above prescribed last date after which no claim shall be accepted whatsoever.

With 7,466 Coronavirus Cases, India Sees Biggest 24-hr Jump; Deaths Reach 4,706

India on Friday recorded its highest spike of 7,466 new coronavirus cases in the last 24 hours, Ministry of Health and Family Welfare said.

The country also reported 175 deaths.

Total number of cases in the country now stand at 1,65,799 including 89,987 active cases, 71,105 cured/discharged/migrated and 4,706 deaths, the ministry said.
